Through 2025 the FCC issued orders and rulemakings to speed copper retirement: blanket grandfathering, shorter approval timelines, and VoIP or wireless service now counts as an acceptable replacement.
Every AT&T wire center across 18 states stopped accepting new copper voice and specialty orders in October 2025. Formal discontinuance notices followed for select wire centers, and POTS line shutdowns began in June 2026.
Lumen (formerly CenturyLink and Qwest) issued grandfathering notices across 14 states, and in its territories it is retiring all legacy voice services: SIP trunking, long distance, hosted PBX and cloud voice, not just copper.
Rates on grandfathered copper lines have climbed for a decade and now spike sharply after a retirement notice. Support for those central offices thins out, and repairs take longer and longer.
