What Is Actually Happening to Copper POTS Lines
This is not a rumor or a far-off deadline. The carriers that own the copper wiring centers are shutting them down, and the FCC has cleared the path.
The FCC removed the brakes on copper retirement
The FCC issued four orders and a Notice of Proposed Rulemaking to speed the move off copper, then added more: easier filing requirements, blanket grandfathering, shorter approval timelines, and VoIP or wireless service accepted as a replacement. Its March 2026 order moved discontinuance approvals to a 31-day automatic window and preempted state rules that delay retirements.
AT&T grandfathered 18 states
By June 30, 2025 AT&T had sent formal notices of permanent service discontinuance for select wire centers. On October 15, 2025 every AT&T wire center across 18 states was grandfathered, ending new copper voice and specialty line orders, and POTS line shutdowns began in June 2026.
Lumen is going further on copper retirement
Lumen (formerly CenturyLink and Qwest) issued grandfathering notices across 14 states, and in its territories it is retiring all legacy voice services: SIP trunking, long distance, hosted PBX and cloud voice, not just copper.
Surviving copper lines cost more every year
Rates on grandfathered copper lines have climbed for a decade and now spike sharply after a retirement notice. Support for those central offices thins out, and repairs take longer and longer.

What is POTS replacement?
POTS (Plain Old Telephone Service) replacement means moving the legacy copper lines your equipment relies on to a modern, digital, IP-based service that presents the same analog jack. It is often delivered as a "POTS in a box" adapter that carries calls over broadband, Wi-Fi or LTE and 5G. The process starts with an assessment of your communication needs, your existing infrastructure and the systems on each line, then matches each line to a compatible replacement and manages the cutover.
When do I need to act?
Now. Copper retirement is already in progress: AT&T grandfathered its wire centers across 18 states in October 2025 and began discontinuing POTS lines in June 2026, and Lumen has issued notices across 14 states. Once a full retirement notice is issued for your wire center you have 180 days, and demand for replacement equipment and installers is surging. Businesses that wait are competing for the same crews.
I have not received a notice. Am I safe?
Not for long. Grandfathering happens by wire center, and notices go to the account holder of record, which in many buildings is a landlord or a former IT vendor. Rising per-line charges on your bill are often the first sign. A free assessment tells you exactly which wire centers and dates apply to your sites.
Will my carrier give me a replacement line?
Not necessarily one that fits. Carriers decommissioning voice services no longer have to offer a stand-alone voice replacement; a bundled service is enough to satisfy the rules. That bundle may not support your fire panel, elevator phone or alarm, which is why each line should be matched to its equipment before the carrier deadline arrives.
Will a wireless replacement work with my fire alarm panel or elevator phone?
Yes, when it is specified correctly. Life-safety equipment has strict requirements for dial tone, supervision and battery backup, and most copper replacement products have limits on which systems they support, so the first step is identifying the make of each panel and the company that services it. We specify devices with 24 to 48 hour battery backup and automatic cellular failover, and we test with your alarm and elevator vendors before the copper is released.
How much does this cost?
